ETA and Transit Rules
From 2026 onwards, most non-visa nationals including EU and EEA citizens must hold either:
- a valid Exempt Vignette linked to their passport, or
- a £16 Electronic Travel Authorisation (ETA).
Transit travellers: even those simply changing planes in the UK generally require an ETA unless they hold a valid Exempt Vignette.

You may qualify for an Exempt Vignette if you are:
- A foreign diplomat or government official on duty in the UK, or an eligible family member
- An employee of an international organisation (UN, NATO, World Bank and others)
- A member of visiting armed forces covered by a defence or cooperation agreement
- A seafarer or aircrew member travelling under international transport conventions
- A researcher or academic visiting a UK institution for a short, non-collaborative exempt activity
- A transit passenger protected by an international agreement
(Irish citizens are exempt but may choose to apply.)
Academic Exemption, Current Definition
Academic exemptions are now strictly limited to non-collaborative visits, such as delivering a lecture or attending a conference.
If your research involves active collaboration or participation in a UK-funded project, you may no longer qualify for exemption.
