Under the New Plan for Immigration, refugees are divided into Group 1 and Group 2 categories:
- Group 1 refugees (arrived directly from the country of persecution) may obtain longer leave and a document valid for up to ten years if they hold Indefinite Leave to Remain.
- Group 2 refugees (those who did not arrive directly) receive 30 months of temporary refugee permission, and their travel document will be strictly limited to that 30-month period. A Certificate of Travel is available to individuals whose national authorities have unreasonably refused to issue them a passport. This is the most complex and frequently refused category.
As of 2025, the Home Office’s Country Policy and Information Notes (CPIN) make clear that slow bureaucracy or administrative delay does not count as unreasonable refusal. You must provide formal written correspondence from your embassy confirming that your passport application has been refused or cannot be processed for specific reasons.

As of December 2025, all immigration statuses are fully digital. Physical Biometric Residence Permits (BRPs) have been replaced by the Digital Immigration Status (eVisa) system.
You must ensure your UKVI account is linked to your new travel document before you travel. Airlines and carriers now verify passengers’ immigration status using share codes generated from eVisas. Carriers will no longer accept physical BRPs at check-in.
